The interim report, West Indian Children in Our Schools, commonly known as the Rampton Report was produced in 1981. Perhaps one of the most unfortunate aspects of this report was the title in itself, which in its wording manages to convey the impression that West Indian children are somehow outsiders in British schools. The interim report had been specifically to focus on the underachievement of West Indian children – it has been suggested however that the request for an interim report was prompted largely by the inner city riots in Brixton and Toxteth in 1981.Chairman Anthony Rampton resigned shortly after its publication following media criticism and again there are have been suggestions of direct government interference in that Education Secretary Carlisle was unhappy with the emphasis on racism as an explanation for black underachievement.The research evidence used by the committee for the interim report has also been questioned. Traynor points to a paucity of credible research evidence and misinterpretation of statistical evidence from the DES School Leavers Survey 1978/79. Certainly, it would seem likely that government at the time would have had concerns over publication of findings of racism within the education system at the time – with unrest in the inner cities anything that could point the finger of racism at government or the establishment would have been unwelcome.
